Dersin Amacı This course has three principle aims: (a) to describe and discuss the main theoretical discussions of the field of political economy at the intersection of the state, market and society; (b) to use the analytical frameworks deduced from these discussions to study the foundations, the historical evolution and the current trajectory of the issues pertinent to Turkish political economy; and (c) to undertake a comparative analysis to situate Turkey within the regional, peer-group and global contexts to gain a broader perspective and offer policy lessons for policy-makers.
Dersin İçeriği In section one, after an introduction to the field of political economy, major theoretical perspectives (liberal, mercantilist, structuralist, and constructivist approaches) are described and discussed. The second section covers an overview of how Turkey’s political economy evolved over time since the beginning of the Republic                                         --                                         covering the early Republican era (1923-1945), liberal openings in the wake of World War II, import substitution era of the 1960’s and 1970’s, neo-liberal reforms of the 1980’s and crisis of the 1990’s, the reform period of the early 2000’s followed by ad hoc policies that eventually culminated into a competitive authoritarian, rent-seeking political economy, especially after the mid-2010’s. The third section compares the case of Turkey with other countries. Turkey is put within the context of various reference groups –regional countries, middle-income countries, and globally                                        --                                         to decipher what is unique to Turkey and what is not. Last section attempts to draw lessons for the policy-makers.
