Objectives of the Course The aim of this course is to introduce students to artificial intelligence (AI) and the key legal issues that AI may raise, as well as to provide an overview of current legal regulations concerning AI. The course will examine how international organizations and states develop rules related to artificial intelligence, what these rules aim to protect, and the main challenges encountered in this process.

The course is designed to help students recognize the social, ethical, and legal issues emerging alongside the development of AI and to evaluate these issues in light of fundamental rights and principles of international law. In addition, the course supports the development of students’ inquiry, analytical, and critical thinking skills so that they can better understand AI-related issues they may encounter in their future legal careers.

In this way, students will gain a strong foundation for applying and interpreting fundamental legal principles within a rapidly evolving technological environment.
Course Content Within the scope of the course, the fundamental concepts of AI, the functioning of machine learning, and algorithms will first be introduced. Understanding the basic logic of the technology will provide students with the necessary foundation for the legal and ethical analyses to be conducted in the later parts of the course.

In the second stage, the legal and ethical issues arising from AI applications will be discussed, thereby establishing a basic framework for understanding why AI needs to be regulated.

Third, as a key example of AI regulation, the course will focus on the fundamental structure of the EU Artificial Intelligence Act (AI Act), its risk categories, prohibited practices, and the broader topic of AI governance.
Course Methods and Techniques Lecturing, question–answer, discussion, critical evaluation, assessment of current developments, and discussion of relevant legal regulations and ethical dilemmas.
